Hightlights of Central Plan 2002-2003

RURAL DEVELOPMENT

Sampoorna Gramin Rojgar Yojana

- 4440 crore rupees provided for New Centrally Sponsored Scheme launched by merging ongoing Employment Assurance Scheme and Jawahar Gram Samridhi Yojana. The objective of the scheme is to provide additional wage employment in rural areas as also food security. It envisages part payment of the wages also as foodgrains @ 5 Kg per manday. The programme will be implemented in two streams: at District and Block Panchayat level and at the Village Panchayat level.

Swaranjayanti Gram Swarozgar Yojana

- 710 crore rupees provided for Swaranjayanti Gram Swarozgar Yojana which is a holistic self employment programme with the objective of establishing a large number of micro-enterprises in rural areas. Activity clusters and group approach are the two main components of the programme. At least 50% of the swarozgaris will be SC/ST, 40% women and 3% disabled.

Rural Housing

- 1552 crore rupees provided for rural housing for rural poor to be built by themselves.

DRINKING WATER SUPPLY

Accelerated Rural Water Supply Programme

- 2235 crore rupees provided to supplement the States in their effort to provide safe drinking water to all rural habitations.

Rural Sanitation

- 165 crore rupees provided for rural sanitation is for Total Sanitation Campaign in selected districts to be decided by the States with 70% allocation.

LAND RESOURCES

Integrated Wasteland Development Programme

- 450 crore rupees provided for additional 10 lakh hectares to be taken up for development on watershed basis through people’s participation.

Drought Prone Areas Programme

- 250 crore rupees provided for additional areas covering about 12 lakh hectares.

Desert Development Programme

- 185 crore rupees provided for an additional area covering 8 lakh hectares.

AGRICULTURE AND COOPERATION

- 300 crore rupees provided for Crop Insurance Scheme.

- 682 crore rupees provided for Macro-Management in Agriculture.

- 101 crore rupees provided for On farm Water Management Scheme.

- 120 crore provided for Technology Mission in Horticulture in North Eastern Region.

FERTILIZERS

- 116.15 lakh tonnes of Nitrogenous fertilizer production targeted.

- 48.19 lakh tonnes of phosphatic fertilizer production targeted.

COAL AND LIGNITE

- 335.70 million tonnes of coal production targeted.

- 19.95 million tonnes of lignite production targeted.

ELEMENTARY EDUCATION AND LITERACY

- 1650 crore rupees provided for Sarva Shiksha Abhiyan. It is meant for implementation of universal elementary education in a mission mode with a clear district focus to provide quality elementary education to children of the age group of 6-14 years. Special focus will be on girls, children belonging to SC/ST communities, urban slum dwellers and low female literacy blocks.

- 1175 crore rupees provided for national programme of nutritional support to Primary Education.

- 1380 crore rupees provided for District Primary Education Project.

- 207 crore rupees provided for Teacher’s Training Programme.

- 233 crore rupees provided for Adult Education.

INFORMATION TECHNOLOGY

- 470 crore rupees provided for the development and promotion of Information Technology.

HEALTH

- 235 crore rupees provided for National Vector Borne Disease Control Programme (Malaria, Kala-azar, Japanese Encephalities, Filaria and Dengue).

- 75 crore rupees provided for National Leprosy Control Programme.

- 225 crore rupees provided for National AIDS control Programme.

- 115 crore rupees provided for National Tuberculosis Control Programme.

- 86 crore rupees provided for National Blindness Control Programme.

- 61 crore rupees provided for National Cancer Control Programme.

ROADS

- 2000 crore rupees provided for investment in National Highway Authority of India which has been entrusted with the construction of "Golden Quadrilateral" and North-South and East-West corridors.

- 100 crore rupees provided for roads of economic and Inter-State importance.

PETROLEUM AND NATURAL GAS

- 11366 crore rupees provided for exploration and production of crude oil and natural gas.

- 5817 crore rupees provided for refining and marketing.

POWER

- 525 billion units generation targeted.

RAILWAYS

- 17000 wagons, 1450 coaches, 222 EMUs, 90 Diesel locos and 69 Electric locos to be added.

- 4000 kilometers of track renewal.

- 375 route kilometers of electrification.

- 542 route kilometers of gauge conversion.

- 214 kilometers new lines to be added.

- 250 route kilometers of doubling.

TELECOMMUNICATIONS

To instal

- 69.83 lakh direct exchange line by BSNL & MTNL.

- 95.17 lakh switching capacity by BSNL & MTNL.

- 11.47 lakh lines of Trunk Automatic Exchange capacity by BSNL & MTNL.

- 75000 route Kilometers of Optical Fibre Cable Network.

- 2.18 lakh public telephone by BSNL.

AGRO AND RURAL INDUSTRIES

- 152 crore rupees provided for Prime Minister’s Rozgar Yojana to assist educated unemployed youth.

- 178 crore rupees provided for Rural Employment Generation Programme.

STEEL

- 17.31 million tonnes of production of saleable steel by SAIL, RINL and TISCO targeted.

SOCIAL JUSTICE AND EMPOWERMENT

- 268 crore rupees provided for Post Matric Scholarships for SC students by which about 16 lakh students are likely to benefit during 2002-2003.

- 372 crore rupees provided towards Special Central Assistance for Special Component Plan by which about 3.75 lakh Scheduled Caste families are likely to benefit during 2002-2003.

NON CONVENTIONAL ENERGY SOURCES

- 500 unelectrified villages situated in remote and far flung areas to be electrified in 2002-03 through hydro power under village Electrification Programme.

- 82000 Solar cookers to be installed in 2002-03 in remote and far flung areas.

- 548 MW power generation capacity to be added from renewables.

TRIBAL AFFAIRS

- 500 crore rupees provided towards Special Central Assistance to Tribal Sub-Plan Areas for the benefit of Scheduled Tribe families.

- 300 crore rupees provided for creating critical infrastructure in the Tribal Areas to bring them at par with developed areas.

- 66 crore rupees provided for Post Matric Scholarships for Scheduled Tribe students by which about 4.5 lakh students are likely to be benefited during 2002-03.

SMALL SCALE INDUSTRIES

- 180 crore rupees provided for Credit Guarantee Fund for SSI to provide collateral free loan to SSI Sector.
